  • COMMERCIAL INCENTIVES & REBATES | Inland Power

    COMMERICAL REBATES & INCENTIVES WASHINGTON CLEAN BUILDINGS ACT TO REDUCE ENERGY USE & GREENHOUSE GAS EMISSIONS The Washington Clean Buildings Act (HB 1257) was signed into law in May 2019. This law establishes performance-based energy targets and reporting requirements for building owners of large commercial buildings. The intent of this law is to reduce energy use and greenhouse gas emissions for existing and new buildings over 50,000 square feet. The Washington Department of Commerce will develop energy-use intensity (EUI) performance standards by November 2020. The law will offer a voluntary incentive program starting in 2021. Beginning in 2026 the standard will be implemented as a mandatory requirement. More details on the Clean Buildings Act, rule making process, key dates, and helpful resources, are available from the Department of Commerce , where you can also sign up for email updates. Inland Power offers energy conservation incentives and rebates which can be combined with State incentives from this law.     FREQUENTLY ASKED QUESTIONS What is Co-Gen/Interconnection? Co-Gen Interconnection is the the installation of a generating facility (solar, wind, or other) after Inland Power’s meter with the intention of offsetting some of the member’s reliance on grid-power. What should my first steps be? Before starting the process of powering your home with solar energy, homeowners should investigate their energy use and consider potential efficiency upgrades. Homeowners should be aware of their total electricity usage and consider low-cost and easy-to-implement efficiency measures before choosing solar. Explore the following resources to reduce your electricity consumption: • Home energy audits: A home energy audit can help you understand where your home is losing energy and what steps to take to improve the efficiency of your home. • Appliances and electronics: Use your appliances and electronics more efficiently or consider investing in highly efficient products. • Lighting: Switch to energy efficient lighting, such as LED light bulbs. • Heating and cooling: If you use electricity to heat and cool your home, your heating and cooling needs will significantly affect the amount of solar energy you need. Weatherizing your home and heating and cooling efficiently will reduce the amount of electricity you need to produce with solar. Will solar provide during a power outage? The short answer is NO. Inland Power’s linemen must have access to an AC disconnect switch to disconnect your solar PV system during an outage. This prevents the system from back-feeding, or sending energy onto the grid, which would endanger the Inland Power crews working to restore power. Additionally, Inland Power requires inverters to have an automatic voltage-sensing disconnect switch built into them to prevent back-feeding. This redundancy is for the safety of Inland Power’s linemen and other personnel. If you’d like a backup power source during outages, an efficient generator will likely serve you better than a battery bank. Most of our power outages occur during winter storms when days are short and solar PV systems are producing little power to recharge a battery bank. Battery power is short lived and extremely limited. Please see Inland Power’s web page on Generator Safety for more information. Once I make the decision to install my own generation, what are my next steps?" Complete Inland’s Residential Application and submit to Inland Power along with $250 fee and a one-line diagram detailing your potential system’s design. What happens after I submit my application, $250 and the one-line diagram?" Inland’s Engineering department reviews your application and will contact you with any questions or issues. If all looks good, we will notify you to proceed with your installation. What happens after my co-gen / interconnection system is installed? Once your co-gen / interconnection system has been installed and passed the State L&I inspection please contact Inland Power. Once you notify Inland, we will schedule to have a new net meter and production meter installed within two weeks. Are there any other fees from Inland associated with my co-gen / interconnection account? Once your system has been installed, we will bill you for the cost of the site visit and installation of your new net and production meters. This charge typically runs $350 and is added to your next electric bill. Additionally, should it be required to have Inland Power revisit the site for additional inspection, a $300 revisit fee will be required before work can be completed. What rate is my excess generation credited at? Most co-gen systems are designed to provide energy first to your home. If at any point your home does not demand the amount of energy being produced by your system, then the energy is feed back onto the grid. What if I produce more than I use? Over production is credited to your energy bank and carried forward to next month’s billing. The energy bank is reset to -0- March 31st of each year – according to the state RCW 80.90 Will my bill ever be zero? No, your kWh generation will only be credited against kWh usage. You will continue to be required, at minimum, to pay the monthly service availability charge associated with your bill. Should I invest in battery backup/storage for my solar photo-voltaic (PV) system? Adding a battery backup/storage option to your solar PV system will greatly increase the cost and return on investment. You’ll need to consider the initial cost of the batteries and the maximum projected life (measured in “cycles” – charge and discharge). The high cost and short life of the batteries, when compared to your solar PV system may affect your decision. If you’d like a backup power source during outages, an efficient generator will likely serve you better than a battery bank. Since a solar PV system is made up of panels that have a sturdy tempered glass surface (naturally sheds water and dust) mounted 4” -8” above the roof to prevent debris from building up underneath, they’re generally maintenance free. However, for maximum efficiency, it is recommended to wash the face of the PV panels at least once a year. A solar PV system that tilts the panels to track the sun in order to optimize energy has motors that will require regular maintenance. Where can I learn about Solar Power from a National Source? CLICK HERE CONSTRUCTION SPECIFICATIONS FREQUENTLY ASKED QUESTIONS Who is responsible for calling in the locates? Inland will call in locates when we are installing poles and when it is necessary to expose our underground line in order to install an additional piece of equipment. All other locates are the responsibility of the person excavating the property. If you have a contractor digging your ditch, they will be responsible for calling in the locate. To get a locate, phone 811 or 800-424-5555 in Washington and 800-626-4950 in Idaho or the phone number listed in the front of the phone book for your service area. To submit a request through the internet go to www.callbeforeyoudig.org. This is a free service to homeowners. How long would it take to get electricty to my property? Generally, you can meet with an engineer within 5-15 working days (please note it could be potentially longer during busy construction season) from the time the application for new service has been received by our office. At that time, depending on the size and detail of the request, a written line extension charge is usually provided 5-10 working days after meeting with the engineer. If the extension is in excess of 1,000 feet, a line relocate or a 3-phase service request, then more time is necessary to provide a cost. Once the fees are paid along with any easements and/or permits noted on the line extension charge, the job will be released for construction. You will need to coordinate the installation of your electrical service with the Operations department. The process can take anywhere from 4 to 8 weeks depending on the detail of the request.

    GREEN POWER PLUS PROVIDING AN ADDITIONAL RENEWABLE ENERGY OPTION FOR OUR MEMBERS We are pleased to offer the opportunity to participate in a renewable energy program. As part of our commitment to our members, Inland Power & Light offers our Green Power Plus renewable energy program. Through the Green Power Plus program, our members can purchase a 100 kilowatt-hour (kWh) block of wind-powered generation for only $1.05 per block. Signing up is easy, and you may purchase as many or as few blocks as you wish. Your Green Power Plus purchase will show up on your monthly bill as an itemized charge added to your regular monthly energy charge and you may cancel your subscription at any time by simply by calling Inland at (509) 747-7151. To further explain this program we have included some Frequently Asked Questions. We hope you will find this information useful as you consider participation in Inland’s Green Power Plus program. FREQUENTLY ASKED QUESTIONS What is Green Power? Green Power is generally recognized as renewable energy generated from naturally occurring sources such as wind, biomass, solar, wave, tidal and low-impact hydroelectric power. What is Green Power Plus? At Inland Power & Light, we believe we provide all our members with “Green Power” through our purchase of renewable electricity from the Bonneville Power Administration’s large-scale hydroelectric projects. The “Plus” is a special renewable product purchased from BPA and others with the source being wind powered generation. Why wind power? For our members who wish to support new renewable energy technologies, wind power is the most readily available resource in the Pacific Northwest. In the last several years there has been a tremendous surge in the number of large-scale wind projects developed in portions of Washington, Oregon and Idaho. While wind power is only intermittently available because the wind doesn’t always blow, wind power does not directly involve any consumption or extraction of fuel and produces no air pollution. Where does my Green Power Plus power come from? Some of the wind resources are part of the Bonneville Power Administration’s power system. Other wind resources are purchased under a separate contract with an Idaho wind farm. How do I know these resources are “Green”? These resources are endorsed by the Natural Resources Defense Council, the Northwest Energy Coalition and the Renewable Northwest Project as being an environmentally preferred source of electricity generation. The resources are also registered and tracked by the Western Renewable Energy Generation Information System (WREGIS). Does the wind power generated actually serve my home? Not exactly. The wind energy is delivered to the regional transmission grid and Inland distribution system along with electricity from all other resources. You will see no change in your electric service, but you will be promoting the development and use of renewable energy resources. Why does Green Power Plus cost more? Although the “fuel” (the wind) is free, the technologies used to convert the wind to electricity are not. Also, because the wind does not always blow, intermittent renewable resources like wind need to be backed up by other generating resources such as hydropower or natural gas fired power plants. Wind power projects do benefit from various state or federal tax benefits. Inland Power & Light does not profit from offering you this program. Why should I participate in Inland’s Green Power Plus Program? There are many reasons to buy Green Power, but some of the more common include promoting the continued development and use of additional renewable resources in the Pacific Northwest, reducing the expansion of fossil fuel power resources, and supporting local economies. Do I have to sign up at this time in order to participate? Not necessarily, but while an individual may purchase as few or as many blocks of Green Power Plus as they wish, Inland only has a limited amount of wind energy to make available. Therefore, we will be signing members up on a first come, first served basis. How will Green Power Plus show up on my power bill? The charge for Green Power Plus will be itemized and added to the total charges portion of your utility bill. For example, if you purchase just three blocks of Green Power Plus (300kWh) the additional cost on your power bill will only be $3.15 per month. For the average Inland residential member using 1500 kWh per month, signing up for 300 kWh of Green Power Plus would increase the energy charge on your monthly bill from $91.50 to $94.65.

    PAY YOUR BILL In addition to mailing your payment, you can pay your bill online, over the phone or at any of our convenient pay stations. Both online and phone payments allow transferring funds electronically from your bank account or accept credit/debit cards (Visa, MasterCard, Discover only) for payment. PAYMENT OPTIONS SMARTHUB ONLINE Once you have established your SmartHub account, you can pay your bill with E-Check, credit card or set up AutoPay for monthly automatic payments from your checking or credit card. Please login to your account for this service. PAY NOW ONLINE Easily access the Pay Now button from the top right-hand corner of the Inland Power website or the right-hand corner of your SmartHub online account page. This is an easy way to make a one-time payment to your account. PAY STATIONS If you would like to make a payment in person and can’t make it to our office, there are a number of payment stations throughout Inland Power’s service territory. Please feel free to make a payment at any of the locations below. Please note: You’ll need to have a copy of your entire bill (not just the stub) to make a payment at a payment station. Various fees will apply depending on the location. Payments are not posted immediately. There will be a delay of one to three days before payments are logged to your account at Inland Power. Please make payment three days before your due date. Some locations will not accept payment if you have a disconnect notice.     Net metering, solar, renewable generation RENEWABLE INTERCONNECTION Inland Power supports our members' interest in supplying their own electricity needs through the use of qualifying renewable energy sources. We have adopted a streamlined process so members can be assured that the system they are interested in meets Inland Power standards before they commit to buying and installing a solar, wind or other renewable energy generating system. HOW IT WORKS Renewable resource interconnection is a method to support member investment in renewable energy technologies. Renewable Interconnection enables members to use their own generation to offset their consumption over a billing period. Before interconnecting a system there are a few steps to have your system approved by Inland Power at your site. Answering the following questions is the first step in this process; nearly all residential scale systems will qualify for this streamlined approval process and you will have an answer in 15 business days or less. Does your proposed system use an inverter-based interconnection which is certified by an independent laboratory to meet the requirements of UL 1741? Is this system connected through a single-phase transformer? Is the system 100 kW or smaller in size? Does the installation of this system require changes or additions to Inland Power’s facilities? (Answering yes to this question requires additional review by Inland Power staff.) If you answered yes to the first three questions and no to the fourth question you are ready to apply for interconnection to the Inland Power system. If you answered no to one of the first three questions or yes to question four, our engineering staff will need longer to evaluate your request. STEPS TO APPLY FOR INTERCONNECTION AND NET METERING Submit and interconnection application along with a one-line, site diagram and $250 application fee. In addition to the generating system Inland Power requires a blade type lockable disconnect and a production meter base be installed. Inland Power will review your project submission and will let you know if approved for construction. Proceed with solar installation, following local codes and permitting requirements. Once your system has been inspected and approved by the state electrical inspector, contact Inland Power. Inland Power will conduct our inspection, install your new meter(s) and complete the interconnection. Please submit your completed application to interconnection@inlandpower.com . This process is for systems up to 100kW. Contact our interconnection department at interconnection@inlandpower.com for anything over 100kW.
