HEAT PUMPS Heat pumps are one of the most energy efficient types of heating available today. A properly installed heat pump can deliver one-and-a-half to four times more heat energy to a home than it consumes. This is possible because heat pumps move heat rather than convert it from fuels such as natural gas, oil or propane. Inland is pleased to offer two heat pump rebate programs; ducted and ductless heat pumps. DUCTED HEAT PUMPS Ducted units must be installed by a contractor approved by the NW HVAC Association. This program is important as the test results, required by Inland, ensure the system is functioning at top performance resulting in increased comfort and energy savings. In addition to performance optimization, our contractor network offers a two-year warranty guaranteeing proper function of the installed heat pump system effective the date of installation. DUCTLESS HEAT PUMPS Ductless units (DHP), otherwise known as a mini-split system, is a highly efficient heating and cooling system. It is easily installed as a new primary heat source for electrically heated homes. These systems heat and cool homes at a fraction of the cost of electric resistance heat. DHP's are safer, quieter and heat rooms evenly by using an ultra-quiet fan. DHP's do not require expensive and invasive duct-work. Installation is as simple as mounting the indoor and outdoor units, connecting refrigerant lines, and making a few electrical connections. Inland offers a $920 rebate (one rebate per metered home) for units installed by a certified technician. The Ductless Heat Pump system must: Replace electric resistant heat (zonal, forced air or hydronic). Have a Heating Seasonal Performance Factor (HSPF) of 9 or HSPF2 7.6 (min) greater for single or multi-head systems. Contractor must be a licensed HVAC contractor. PORTABLE GENERATOR SAFETY Maybe you want to make sure the food in your freezer stays frozen if there’s a power outage. Or you need to power the well pump that provides you with drinking water. Or you want to be able to use your gas or oil furnace when the power’s out. Or your at-home business requires that you have power to run computers or other equipment. Whatever the reason, whenever there is an extended power outage, there is also the urge by many customers to fire-up the portable generator to get electricity flowing to certain appliances. But, if not used properly, that portable generator can pose a severe hazard to line workers and your neighbors. In addition, the generator itself also can be damaged if it’s not connected properly. Also, according to the Consumer Product Safety Commission, using a portable generator INDOORS (even if windows and doors are open) can kill you in minutes because the exhaust from the portable generator contains high concentrations of carbon monoxide (a poison that cannot be seen and has no odor). DO NOT place a portable generator inside your home or garage when you are running it. The first step in purchasing a portable generator is to identify the things you absolutely cannot live without during a power outage. Usually high on the list will be the refrigerator and the freezer, a well pump, the furnace fan if you have natural gas or oil heat, or maybe some lighting. Consider your list carefully, because the bigger the portable generator, the more expensive it will be. Once you have your list, calculate how much electricity those items need. Look at the wattage of each item on the equipment nameplate or in the owner’s manual, and add it all up. Then keep in mind that your generator should not be run continuously at more than 80 percent of its rated capacity and take into account that appliances that operate with a motor (like the refrigerator and freezer) can require two to ten times their listed wattage in order to start. Once you factor in those conditions, you can determine the size of the portable generator you’ll need. What you should know Make sure extension cords are adequately sized to handle the electricity. If you’re not certain, ask the dealer who sold you your generator or check with an electrician. Also, the generator itself should always be placed outside in a well-ventilated area and you should never refuel it when the engine is hot. Let it cool for at least 10 minutes to minimize the danger of fire. According to the Consumer Product Safety Commission, using a generator indoors can kill you in minutes, even if the windows and doors are open. The exhaust contains high concentrations of carbon monoxide, a poison that cannot be seen and has no odor. If you are running a portable generator, do not place it in your home or garage. Instructions on how to properly use a portable generator are included in most operating manuals. You should read them carefully. FREQUENTLY ASKED QUESTIONS What can happen if I don’t use the generator properly? The most common problem is something called back feed. This occurs when a generator is connected to the home’s wiring system. The problem typically occurs during a power outage when a homeowner with a forced-air natural gas or oil-fired furnace tries to operate the furnace fan by plugging the generator into an electrical outlet and feeding power into the home’s electric system. That’s when back feed happens. The electricity from the generator will flow through the home’s wiring, out of the house through the electric meter, the voltage will get increased to about 12,500 volts as the current passes through the transformer outside (yes, it works in reverse), and then it will flow into Inland Power's electric system — posing a potentially fatal shock hazard to anyone working on the power line or coming in contact with a line that might be sagging or on the ground. Can this also damage my generator? Yes, it can. When our utility workers work on a power line, they routinely use a grounding system to protect themselves. If a portable generator is back feeding to that ground, the generator could be severely damaged. Also, when we restore power to a home that has a portable generator connected to the wiring, the sudden flow of utility power into the portable generator could burn out the machine. Can’t I accomplish the same thing by throwing the main breaker? Not safely. Simple circuit breakers do not make a positive disconnection between the home electric system and Inland Power's system. What’s more, they’ve been known to fail. And, the consequences are pretty high if it does fail. The only safe way to create a positive disconnection between the two electric systems is through the use of a transfer switch. How should I temporarily connect my portable generator? Follow the instructions and guidelines given by the manufacturer of the portable generator for connecting individual devices and appliances. How does IPL recommend I connect my portable generator through my meter base? MANUAL TRANSFER SWITCHES: IPL recommends the member contact a licensed electrician to install a break-before-make generator switch on their meter base that clearly indicates generator connection status. This device is typically installed into the customer’s meter base as an add-on and allows the customer to disconnect their service from IPL and connect their portable or whole home generator as the supply power source for the whole meter base instead. Note: This does not de-energize the supply lines coming into the meter base, contact IPL for a disconnect if you wish to work your meter base de-energized. Meter base generator interlock circuits are not recommended for installation. AUTOMATIC TRANSFER SWITCHES: Automatic transfer switches must be approved by IPL prior to installation. IPL will require a state inspection prior to re-energizing your service following the installation of a generator interconnection device on your meter base. Coordinate with your electrician to ensure proper scheduling. Does IPL provide any rebates or incentives for generator interconnections? No, not at this time. Is Generlink or similar meter sleeve generator interconnection devices approved? Generlink has been reviewed by the Inland Power & Light (IPL) Standards Committee and was not approved for installation on the IPL system.

PREPARE FOR AN OUTAGE PLEASE REMEMBER It is still important for you to report your power outage to Inland Power’s outage reporting line at 877-668-8243. PREPERATIONS Inland Power is committed to providing safe, reliable service. From time-to-time, events beyond our control create outages. Have these items available in your home should an outage occur: A three to five day supply of non-perishable food that needs little or no cooking Blankets and pillows Portable, battery-powered radio and clock Flashlights Extra batteries Manual can opener, bottle opener and utility knife First-aid kit Bottled water (minimum two quarts per person per day, but preferably one gallon per person per day) Candles Matches in a waterproof container or a lighter Cooler (and keep ice or ice packs ready in your freezer) Personal hygiene, sanitary supplies Cash (ATMs and banks may not be available) Pet supplies for three to five days Playing cards, games and books for entertainment PREPARATIONS FOR MEMBERS WITH SPECIAL MEDICAL NEEDS Following severe storms, damage to Inland Power’s electric distribution system may be extensive. In that case, it could take hours, or even several days, to complete repairs. In case of severe storms and power outages, members who must have a constant supply of electricity should be prepared with an emergency backup plan. The plan could include arrangements to move to an alternative location, use of a portable generator and/or installation of a battery backup on important electrical devices.

Trees and limbs that grow into or fall on power lines can cause outages, fires and serious accidents. Tree roots can damage underground lines, too. Both situations are a hazard to people and property and may interrupt essential community services. Our vegetation management program aims to reduce tree-related power outages. Inland takes a systematic approach to proactively patrol, trim, and remove trees to mitigate fire risk and support reliably: Trim trees on a scheduled basis Remove risk or dead trees adjacent to right-of-ways When the situation requires, Inland Power will mow rights-of-way to ensure areas are clear of excess vegetation and trees.

INLAND POWER'S FUEL MIX Providing clean renewable energy has always been business as usual at Inland Power. In 2024, Inland purchased the majority of its power from BPA for resale and distribution to our members. The bulk of that power is generated from the hydroelectric dams along the Columbia and Snake Rivers. We are very fortunate to live in the Pacific Northwest and have access to this clean, efficient source of power. ENERGY LAWS & REGULATIONS ENERGY INDEPENDENCE ACT In 2006, Washington voters passed the Energy Independence Act (EIA), which requires electric utilities that serve 25,000 customers or more to obtain a certain percentage of the electricity used from eligible renewable resources, including solar, wind and hydropower. The percentage of required renewable generation started at 3 percent in 2012 and climbed to 15 percent in 2020. CLEAN ENERGY TRANSFORMATION ACT In 2020, Washington legislators passed the Clean Energy Transformation Act. This act requires utilities to provide power that is carbon-neutral by 2030 and 100% carbon-free by 2045. Utilities that provide power generated from resources like coal and natural gas have a long way to go to reach this clean energy goal. In 2024, Inland was 100% carbon neutral. Although we have not achieved carbon neutrality every year, IPL is on target to meet the Clean Energy Transformation Act requirement to be 100% carbon neutral by 2030. COMMERICAL REBATES & INCENTIVES WASHINGTON CLEAN BUILDINGS ACT TO REDUCE ENERGY USE & GREENHOUSE GAS EMISSIONS The Washington Clean Buildings Act (HB 1257) was signed into law in May 2019. This law establishes performance-based energy targets and reporting requirements for building owners of large commercial buildings. The intent of this law is to reduce energy use and greenhouse gas emissions for existing and new buildings over 50,000 square feet. The Washington Department of Commerce will develop energy-use intensity (EUI) performance standards by November 2020. The law will offer a voluntary incentive program starting in 2021. Beginning in 2026 the standard will be implemented as a mandatory requirement. More details on the Clean Buildings Act, rule making process, key dates, and helpful resources, are available from the Department of Commerce , where you can also sign up for email updates. Inland Power offers energy conservation incentives and rebates which can be combined with State incentives from this law.
