SALARY RANGE: $68,402 - $85,503

LOCATION: FOUR LAKES OFFICE - 10110 W HALLETT RD., SPOKANE, WA 99224

HOURS: FULL-TIME, 4 - 10s, MONDAY - THURSDAY - 7:00 A.M. TO 5:30 P.M.

PURPOSE OF POSITION

The primary purpose of this position is to act as technical support in maintaining the cooperative’s Geospatial Information System (GIS). This position will use a wide variety of software applications and technical skills to incorporate, adjust, export and otherwise maintain the data in this system. The position must demonstrate expertise in maintaining GIS data systems to ensure long-term functionality and accuracy of that system as it applies to the needs of the cooperative. The position will work with the GIS administrator, engineering manager and cooperative staff to ensure the data is usable and accurate for a wide range of use cases throughout the organization, while acting as a resource for other departments and system users by providing direction, training and guidance.

JOB RESPONSIBILITIES

  1. Maintains the cooperative’s Geospatial Information System (GIS) to ensure accuracy, model connectivity and field asset inventory.

  2. Maintains accurate system phasing and connectivity model for export into other internal applications including but not limited to: Engineering Analysis Models, Outage Management Systems, Customer Information Systems, and other applications as required.

  3. Maintains and updates land base layers for associating the location of utility assets relative to other real-world objects and boundaries including but not limited to: CAD based subdivision layouts, CAD based commercial development layouts, state and county road data, railroad alignments, waterway boundaries, government lands and parcel data.

  4. Produces custom professional maps including paper, digital, and web-based formats for use cases of other departments, third parties and the public as required.

  5. Stays up to date and maintains familiarity with current GIS software and best practices through training, user groups, reading and networking.

  6. Works with GIS administrator and engineering manager to accomplish cooperative’s goals as they apply to the GIS.

  7. Provide assistance to users in correcting errors in the GIS and updating data to more accurately reflect real world asset dispositions.

  8. Provide assistance to user requests for GIS data in accomplishing cooperative goals.

  9. All other duties as assigned.

MINIMUM QUALIFICATIONS AND JOB REQUIREMENTS

Minimum Qualifications:

  1. Degree in GIS, Computer Information Systems, or other computer-related field from an accredited college or university is preferred.  Degree may be substituted in part or whole with relevant experience in GIS systems as applied to electrical utilities or similar infrastructure.

  2. Previous experience with database management systems desirable.

  3. Must possess excellent verbal and written skills.


Knowledge and Skills:

Software and Toolsets:

  1. ESRI ArcGIS Software (ArcCatalog, ArcMap, ArcGIS Server, AGOL, ArcPro, and related geoprocessing tools)

  2. AutoDesk AutoCAD

  3. MSSQL, Oracle, MS Office Suite

  4. Python Scripting and ArcGIS scripting API knowledge

  5. NISC Enterprise Software Suite (ABS, CIS, Mapping & Staking, OMS, AppSuite)

 

Mental Demands/Working Conditions:

  1. Requires frequent sitting and use of personal computer keyboard.  Some lifting, carrying, twisting, reaching, crawling, squatting, and bending when working on installation and repair of computers or related equipment.  The maximum weight to lift is approximately 50 pounds.  Requires good finger dexterity and ability to perform close work.

  2. Ability to meet time deadlines and effectively multi-task.
