SALARY RANGE: $61,718 - $77,147

LOCATION: FOUR LAKES OFFICE - 10110 W HALLETT RD., SPOKANE, WA 99224

HOURS: FULL-TIME, 4 - 10s, MONDAY - THURSDAY - 7:00 A.M. TO 5:30 P.M.

PURPOSE OF POSITION

This position assists departmental personnel in work flow and analysis of utility work orders and procedures. This position is responsible to manage and audit all aspects of the work order process. Monitors as-builts for accuracy and makes necessary corrections before filing. Works with departmental personnel in organization of methods for processing paperwork, maintaining records and files and general flow of information.

JOB RESPONSIBILITIES

  1. Administers and processes work orders.

  2. Performs accounting research functions as necessary to locate and correct work order entries

  3. Assists with completing work orders w/crew notations; enters all changes, deletions, additions into records system.

  4. Assists in records management, both computerized and manual, with emphasis on accuracy, re-organization, and maintenance of same.

  5. Gathers and organizes data, as directed, to assist with support in the preparation and follow-through of easements, permits and notification process for work orders, special projects.

  6. Assists in maintaining work order files, using checklist to gather, record, track, and distribute information as needed/required

  7. Provides general assistance in development of word processing, spreadsheet and database tools for easement and work order programs

  8. Assists in utilizing, updating, and maintaining the GIS, AUTOCAD and NISC mapping system of drafting and design

  9. Responds to after-hours outages or emergencies to assist in the work as necessary to assist General Foreman and line crew with work order creation and as-built processing.

  10. Performs all other duties as necessary and assigned to maintain effective functioning of the department and the cooperative

MINIMUM QUALIFICATIONS AND JOB REQUIREMENTS

  1. High school diploma or equivalent required with 3 years of electric utility experience preferred in accounting, operations or member services position.

  2. General understanding of electric plant construction and materials.

  3. Ability to read and interpret plans and specifications, technical material pertaining to electrical, civil and structural disciplines.

  4. Knowledge of basic operation and maintenance principles for power systems.

  5. Knowledge of basic engineering for power systems.

  6. Competency in Microsoft Office software applications (Word, Excel, Access, PowerPoint & Outlook) and the ability to learn other software applications.

  7. Must have considerable skill in effectively dealing with a variety of people under difficult circumstances.

  8. Must have excellent phone etiquette and should be able to effectively handle and transmit information over the phone, fax or email.

  9. Excellent oral and writing skills required.

  10. This position requires the ability to work under pressure (possibly in emergency situations) and maintain good internal and external relationships.

  11. Attention to detail with the ability to multi-task in a team environment.

  12. Ability to learn staking sheets, invoices, work orders, service orders, mapping, tagging and other departmental processes.

  13. Must be willing to work any shift and overtime as needed for emergency and outage management when required.

  14. Other combinations of education and experience may be considered.

  1. Previous utility experience.

  2. Associate or B.A./B.S. degree in Business Administration.

  3. Knowledge of rural electrification and cooperative programs.

  4. Must be able to work and communicate effectively with the Operations and Engineering departments’ personnel to ensure the efficiency of the duties required by all personnel in the departments.

  5. Must be flexible, organized, creative, and a self-starter, with the ability to assess problems and participate in resolving the same.

OTHER COMPETENCIES

OCCUPATIONAL/TECHNICAL SKILLS

  1. Proficient computer skills including Word processing and Excel spreadsheets.

  2. Knowledge of CIS platforms like NISC.

  3. Knowledge of real estate or land services.

  4. Valid Washington State Driver’s License.

ADMINISTRATIVE SKILLS

  1. Ability to analyze and resolve situations and problems.

  2. Ability to organize work, set priorities and meet critical deadlines with a minimum amount of direction.

  3. Ability to use techniques of effective time management.

  4. Ability to handle multiple priorities and projects.

  5. Ability to process paperwork effectively.

  6. Ability to use a computer terminal to accurately and rapidly enter and retrieve data.

WORK ENVIRONMENT

Most work shall be performed in an office setting, with some field work required when obtaining necessary information from outside firms and agencies. Some work may be performed outdoors under various conditions of weather and terrain.

The Work Order Specialist shall have full authority to carry out these duties and responsibilities in conformity with established policies and procedures and shall utilize time in such a way as to fulfill the objectives of this position and the Cooperative.
