SALARY RANGE: $64.27 PER HOUR (PAY RATE), $64.52 PER HOUR (CALC. RATE)

LOCATION: FOUR LAKES OFFICE - 10110 W HALLETT RD., SPOKANE, WA 99224

HOURS: FULL TIME, MONDAY - THURSDAY - 6:30 A.M. TO 5:00 P.M.

REPORTS TO: VEGETATION MANAGEMENT & INSPECTION MANAGER

PURPOSE OF POSITION

The vegetation management foreman implements and administer the vegetation management program.This position also administers Inland’s Raptor program. This position will be headquartered at the Four Lakes warehouse.

JOB RESPONSIBILITIES

  1. Implement and administer, including the scheduling of vegetation clearing contract crews, the Cooperative’s vegetation maintenance plan and program.

  2. Makes required contacts with property owners, tenants, and others; including city, county, state, tribal and federal agencies, in conjunction with the vegetation management program to include obtaining permission to remove hazard/danger trees.

  3. Communicates with members regarding all vegetation questions and concerns.

  4. Administers tree replacements and vegetation related damage claims.

  5. Performs random quality control inspections of vegetation clearing work performed by contractors.

  6. Works closely with the general foremen; keeping them informed of where the tree crews are working, asking for line resources, etc.

  7. Performs secondary line drops for tree crews.

  8. Takes and holds clearances for tree crews when necessary.

  9. Takes hot line holds for tree work when necessary.

  10. Expected to work in any lineman capacity when needed.

  11. Manages tree crews on storms when directed to by the Line General Foremen.

  12. Available to work as a lineman during storms

  13. Performs detailed and documented line inspections ahead of vegetation clearing contract crews, inspecting line assets and vegetation clearances at the same time. When line inspections are completed, the V/M Foreman will pass this information on to the Area Service Representative to update their annual line inspection paperwork.

  14. Administers Raptor program conforming to guidelines as specified in the Endangered Species Act (ESA) for wildlife preservation as well as corporate and community responsibility.

  15. Keeps others informed.  Reports and written communications are clear, timely and relevant.  Use clear and correct verbal communication to varied individuals or groups.  Listen responsively.

MINIMUM QUALIFICATIONS AND JOB REQUIREMENTS

Minimum Qualifications:

  1. Must be a Journeyman Lineman.

  2. Must possess and maintain a Class A CDL.

  3. Must possess and maintain all certifications associated with the Journeyman Lineman position.

  4. The ability to convey vegetation management requirements effectively and positively to property owners.

  5. Must possess and maintain a safe work record.

  6. Excellent communication skills and professional appearance.

  7. Must work well with other employees, members, and the business associates

Knowledge / Skills

  1. Must have proven leadership skills.

  2. Organizational skills; including attention to detail and accuracy.

  3. Project coordination skills.

  4. Ability to make sound decisions under pressure.

  5. Knowledge of work management/workflow principles.

  6. Competency in Microsoft Office software applications (Word, Excel, Access, PowerPoint & Outlook) and the ability to learn other software applications.

  7. Must have considerable skill in effectively dealing with a variety of people under difficult circumstances.

  8. Must have excellent phone etiquette and should be able to effectively handle and transmit information over the phone, fax, or email.

  9. Vast knowledge in staking sheets, work orders, service orders, mapping, tagging, and other departmental processes.

Preferred Job Qualifications

  1. Line Crew Foreman and/or ASR experience.

  2. Journeyman Tree Trimmer ticket.

  3. Two-year degree in Forestry, Urban Forestry, Arboriculture, or a related field from and accredited university or college or equivalent experience.

  4. The ability to identify the various tree species growing in the Cooperative’s service territory and understand their growth characteristics.

  5. Knowledge of different vegetation management techniques and when to use them.

  6. Certified Arborist.

Vision: (depth perception, color vision, peripheral vision, near/far vision): Visual acuity required to perform various job tasks in the electrical industry. Eye protection is required during certain aspects of job duties.

 

Hearing: Hearing protection required when operating chain saw, gas powered drills and other similar equipment above 85 dbs. Communication required between co-workers and supervisors for simple and complex instructions.

 

Speech: Communication required between co-workers and supervisors for simple and complex instructions. Shouting may be required during high noise levels.

MACHINES, TOOLS, EQUIPMENT: Boom trucks, service trucks, bucket trucks (man lifts), various hand tools, hot sticks, air compressors, jack hammers, shovels, tampers, chain saws, pole jacks, drills (rock and wood), ATV’s, snowmobiles, snow cats, backhoes and trenchers.

Additional Comments:

Workers can be exposed to varying temperatures (especially when below freezing) that affect the tensile quality of primary wire material that can require additional forces to perform such job tasks as stripping the outer layer of insulation for preparation.  Wet conditions can affect the COF (friction between worker hand and tool surface) and require greater amounts of grasping force. Wet conditions can also affect standing/walking surfaces adversely especially when required to apply pulling/pushing forces to perform the various job functions.
