PURPOSE OF POSITION

The primary purpose of this position is to act as the technical lead for the Graphical Information System (GIS) and coordinate the related activities of this system within the Operational Technology (OT) and other departments. This position will use a wide application of complex principles, theories, and concepts to bridge the gap between functional users and technical solutions to ensure the functional capabilities of the cooperative’s Graphical Information System (GIS) and Outage Management System (OMS) are optimized and fully utilized. This position will lead technical research and development to promote continuing innovation, while acting as a resource for other departments and system users providing direction, training, and guidance for less experienced staff.

JOB RESPONSIBILITIES

  1. Manage the day-to-day operations of the organization’s Graphical Information System (GIS) infrastructure by monitoring system integrations, performance, configuration, maintenance and repair.

  2. Ensures high availability and acceptable levels of performance of the Graphical Information Systems (GIS).

  3. Develop procedures to maintain security and protect systems from unauthorized use, acts of nature and user abuse.

  4. Works with peers in IT/OT to develop procedures, programs and documentation for backup and restoration of the Graphical Information System (GIS).

  5. Develops tools, procedures, and training sessions for other departments to assist with work.

  6. Stays current with technological developments in Graphical Information System (GIS) technology and recommends ways for IPL to take advantage of this new technology.

  7. Develops and coordinates project directions related to the GIS system and schedules to maximize benefits and minimize impacts on the organization. Provides leadership in planning and implementation of these projects.

  8. Provide assistance to users, including help with GIS related requests for planning and budgeting.

  9. Develops and implements a long-term strategy for utilizing the GIS system for business intelligence needs.

  10. All other duties assigned.

MINIMUM QUALIFICATIONS AND JOB REQUIREMENTS

Minimum Qualifications:

  1. Degree in GIS or other computer-related field from an accredited college or university is preferred.  Equivalent technical training and experience will be considered. 

  2. Training in Database Management Systems (DBMS) and computer system integration desirable. 

  3. Must possess excellent verbal and written skills.


Knowledge and Skills:

  1. In depth knowledge of geospatial data and database concepts (shapefiles, coverages, imagery, spatial extents, positional accuracy)

  2. Use GIS-based application toolsets or developer provided programs to ensure geodatabase version states are efficiently reconciled, posted, conflicts are resolved

  3. Ensure integrity of core cooperative spatial data objects to include: electrical physical orientation and geometrical network connectivity, application-based feature/object relationships between data tables, and by performing rule-based Quality Assurance/Quality Control and SQL queries

  4. Knowledge of cooperative policies and procedures.

  5. Excellent people skills, including communication, diplomacy, interpersonal relations, and conflict management.

  6. Good problem-solving skills.

  7. Organization skills including attention to detail and accuracy.

  8. Professional appearance and attitude.

  9. Ability to understand, interpret, and apply departmental processes and procedures.
     

Software and Toolsets:

  1. ArcGIS Desktop (ArcInfo, ArcCatalog, ArcMap, Geoprocessing Tools, ESRI Geodatabase model)

  2. MSSQL, Oracle, MS Office, MS Access, Crystal Reports, SQL Server Reporting Services (SSRS)

  3. Python Scripting and ArcGIS scripting API knowledge

MENTAL DEMANDS AND WORKING CONDITIONS

  1. Requires frequent sitting and use of personal computer keyboard.  Some lifting, carrying, twisting, reaching, crawling, squatting, and bending when working on installation and repair of computers or related equipment.  Maximum weight to lift is approximately 50 pounds.  Requires good finger dexterity and ability to perform close work.

  2. Ability to meet time deadlines and effectively multi-task.
